Letter to HTE Minister Regarding PBAS/API Proforma

Subject: PBAS/API proforma for College Teachers in Mizoram.
We beg to submit this representation for your kind approval and immediate necessary action if possible. Sir, as the UGC Regulations 2010 has been adopted, teachers who are candidates for promotion/ placement to higher grade pay and higher pay bands have to be selected on the basis of their Academic Performance Indicators (API) from 2011-2012. The Performance Based Appraisal System (PBAS) is prescribed in the UGC Regulations 2010. However, the UGC has not imposed a specific pro forma of API which is to be commonly used for all the universities in India. Instead, the respective universities have the freedom and responsibility of making the proforma for use by the teachers. This has also been reflected in Clause 6.0.2 of the UGC Regulation 2010 which reads that “The Universities shall adopt these Regulations for selection committees and selection procedures through their respective statutory bodies incorporating the Academic Performance Indicator(API) based Performance Based Appraisal System (PBAS) at the institutional level for University Departments and their Constituent colleges/affiliated colleges (Government/Government aided/Autonomous/Private colleges) to be followed transparently in all the selection processes. An indicative PBAS template proforma for direct recruitment and for Career Advancement Scheme (CAS) based on API based PBAS shall also be sent separately by the UGC to the universities. The universities may adopt the template pro forma or may devise their own self assessment cum performance appraisal forms for teachers in strict adherence to the API criteria based PBAS prescribed in these Regulations”
Accordingly, the Mizoram University (MZU) has devised the pro forma of PBAS/API for use by teachers under the university. The Mizoram College Teachers Association has learned that as per Clause 6.0.2 of the UGC Regulations 2010, this pro forma by the MZU has to be followed by college teachers in Mizoram since all the colleges in Mizoram are affiliated under the MZU.
We may therefore request you to kindly allow us to adopt the pro forma of the MZU for evaluating the API. This is as desired by the MCTA and as mentioned in the UGC Regulations 2010. In view of the current need to furnish API of the year 2011-12, this is undoubtedly an urgent necessity. We would be very happy if you could approve this and do the necessary action as soon as possible.
